- Fungal infection
Tinea Cruris or jock itch is a fungal infection that causes red, itchy rash on the skin of your inner thighs, genitals, and buttocks. The most common symptoms are itching, which becomes serious at night; brownish patches on the feet, hands, wrists, ankles, upper chest, neck, knees, and the elbows. In infants, you may notice raised bumps that even leak fluid. Although there is no cure, most people can effectively manage or prevent re-occurrence by avoiding irritants. Eczema is not contagious and can’t be spread from person to person.

Usually if an STD like Syphilis is responsible for the dry penis skin, you will have other symptoms apart from dry skin and the red patches will appear all over your body.
